How do i pay this ticket or Should i even try?

How do you go about parking a no plates fine,registration fine,inspection fine when I just bought the car from a private seller and I hadent even registered it yet. The police don't even have my name ,address or liscence. All they have on these three tickets are the vin. How do I pay or is it when I register it?
