Is it appropriate to clap when someone drops and breaks something?

If someone drops and shatters a glass, dish, ceramic, or other wares in the presence of other people, is it considered polite or rude for others to clap in response? I heard once that it was considered polite because it "saves face" for the person who caused the accident, and have seen it happen in a few situations, but sometimes when I've done it it seems to make people angry, insulted, or they think you're making fun of their accident. So which is it? Should you or shouldn't you clap when someone accidentally shatters something? Is it polite, rude, or neutral?
