Is this possible, please help.?

I want braces but my mother won't pay for it. So my father said he will. But the problem is he doesn't live with us and he said that they can bill him so I'd have to write down his address. Is that possible? My mother said it wasn't she said he'd have to be there to sign some things. Please tell me it isn't so.
