Can you change your address with mlgw if you have an outstanding balance ?

We are moving to a new home in 3 days and we have a current mlgw bill that still isn't paid off .. but we are still paying on it and still have utilities.will they let me change my service address if I have a balance or does if have to be paid off to change the Address of service ?? Please helpppp
